Statement On League Constitution
20th May, 2010
The Koolsport Northern Counties East League Management Board are well aware that there has been speculation in various sectors concerning the possible constitution of the League for season 2010-11 and wish to make the following statement concerning the current position.
In relation to promotion from the League's Premier Division to the Evo-Stik Northern Premier League, the champion club Bridlington Town exercised its right to decline promotion.
The competition's second-placed club Rainworth Miners Welfare secured a promotion place on the Football Association's system of most points per game average for second placed clubs within Step 5 Divisions in the National League System.
Since the Evo-Stik Northern Premier League was not in a position to relegate a suitable club, this left a vacancy in the NCEL Premier Division.
That vacancy is now under discussions at the instruction of The Football Association with Farsley Celtic FC who ceased to operate within Blue Square North last season and it has been decided to relegate that club to Step 5 - effectively, our Premier Division.
The above would then facilitate under competition rules the relegation of the bottom two placed clubs in the Premier Division during season 2009/10, Brodsworth Welfare and Shirebrook Town to Division One, with the top two placed clubs in Division One, Tadcaster Albion and Brighouse Town, being promoted to the NCEL Premier Division.
In addition, the League has been given authority by The Football Association to offer places to three new clubs - Handsworth, Louth Town and Scarborough Town in NCEL Division One.
At this stage, it must be stressed that invitations to all four clubs are subject to successful interviews and assurances in relation to a number of football matters within the framework of the rules of the competition and The Football Association.
Upon successful negotiations with the clubs involved, they will be recommended to existing clubs for membership at the forthcoming AGM on Saturday 12th June 2010 by the Leagues Management Board.
There then follows a further seven days until 19th June 2010 when the League's final constitution for season 2010/11 will be formally accepted by The Football Association.
In releasing this statement at this point, the League Management Board recognises that some issues that could effect the constitution are still unresolved but they are fully committed to bring all negotiations to successful conclusions and hope that this statement makes everyone aware of the current position.
