Clubs to vote on play-off proposals

Clubs will vote at this month's league AGM on whether to introduce play-offs in Toolstation NCEL Division One from the 2015/16 season.
Under the proposals, the number of teams relegated from the Premier Division would be increased to three.
The top two would be promoted from Division One automatically with play-offs to determine the third side to go up.
The proposal is being put forward following a number of requests from member clubs asking for play-offs to be introduced to keep promotion/relegation issues alive for longer following the recent increase of both of the league's divisions to 22 clubs.
To be approved, there will need to be at least a two-thirds majority of those present and eligible to vote at the AGM which takes place at the Royal Hotel in Scarborough on Saturday 20th June.

To change League Rule 13.4 to:
13.4 The bottom three Clubs in the Premier Division shall be relegated to Division One. The champion and runner-up Clubs in the Division One, shall be promoted to the Premier Division. Should either club not wish promotion then the third placed Club shall be eligible under the same conditions.
The third promotion place shall be determined by play offs between the third, fourth, fifth and sixth placed clubs. In the event of the third placed club being promoted as per the previous paragraph, the seventh placed club shall be eligible to enter the play offs.
The play off matches shall be played so that the highest placed of the eligible clubs plays against the lowest placed and the other two clubs play each other. The winners of each match will play each other and the winner of that match will be promoted. If there are only three eligible Clubs then the highest placed shall receive a bye to the second match where it will play the winner of the other play off match and the winner of that match will be promoted. Clubs finishing below position 7 will not be considered for play off matches.
In the event that, after implementation of the preceding paragraph there exists any further vacancy in the Premier Division for whatever reason (including reconstruction of the League) any such vacancy shall be filled as follows:
(a) By the third bottom Club in the Premier Division
(b) By the next bottom Club in the Premier Division
(c) By the bottom Club in the Premier Division (subject to that club's acceptance).
The two bottom placed clubs in Division One will be relegated to a Step 7 League designated by the Football Association, subject to the number of clubs required in Division One and Rule 2.8.
Promotion from Step 7 Leagues shall be subject to NLSC regulations.
